I am unable to start Outlook 2013 while Skype for Business 2015 is running.

This may be related to a known compatibility issue if Outlook 2013 is installed locally using a physical media e.g. DVD while Skype for Business 2015 is downloaded and installed under O365 from Microsoft’s Portal.  

Please uninstall Microsoft Office (or Office Professional) 2013 from your PC and install O365 from Microsoft’s Portal at https://login.microsoftonline.com/.  You can refer to https://www.its.hku.hk/documentation/guide/o365 for the installation procedure.
